The Mattei Plan, launched in January 2024 during the Italy-Africa Summit in Rome, marks a significant step in redefining Italy’s relationship with African countries. This initiative aims to establish a more direct and transparent collaboration, fostering incremental and progressive engagement between African and Italian stakeholders.
One of the major projects under this initiative focuses on the implementation of a resettlement action plan (RAP) for the construction of 170 km of transmission lines in South Sudan and 138 km in Uganda. CESI, which has been operating in Africa for many years across various projects, has been entrusted with conducting the feasibility study for this critical interconnection line. The study aims to analyze and evaluate the overall feasibility of the project, taking into account both existing and planned electricity generation, as well as the current state of the electric grid infrastructure.
The project is coordinated by the Nile Equatorial Lakes Subsidiary Action Program (NELSAP), a regional initiative aimed at fostering cooperation and economic development in the Nile Basin region. The primary beneficiaries of the project are the South Sudan Electricity Corporation (SSEC) and the Uganda Electricity Transmission Company Limited (UECTL), the respective utilities managing power transmission networks in the two countries.
CESI’s involvement in this initiative underscores the company’s commitment to supporting sustainable energy development in Africa, contributing to regional energy integration, and enhancing the reliability of power supply for millions of people.
