Energy sector master plan for Kyrgyz Republic up to 2040

The Kyrgyz Republic is rapidly expanding its power sector and needs specific strategies, priorities and parameters to improve the sector’s performance and make optimal use of its energy resources and advanced technology such as electric vehicles.

The State Committee for Industry, Energy and Subsoil Use of the Kyrgyz Republic (SCIESU) appointed CESI as technical consultant to prepare a comprehensive energy sector master plan, financed by the Asian Development Bank, that sets out the priorities, timing and costs associated with the development of the energy sector .

CESI has responsibility for the following tasks:

• Power sector diagnostics
• System expansion plan up to 2040, covering power generation, transmission and distribution
• Institutional and regulatory framework assessment
• Roadmap definition for power sector development
• Sector financing plan, including energy investment programming for the next 20 years
• Capacity development and training programme
• Plan for risk management and development of new business opportunities, including investments in EVs and charging infrastructure
• Rapid impact assessment and financing plan for proposed Kambarata-1 hydropower plant.
