Full technical support for CERVANTES Metering project in Spain

Full technical support for the CERVANTES project, the most important smart metering project in Spain with 16 million meters installed.

The CERVANTES project is Spain’s most important smart metering project and one of the most significant schemes globally, with Endesa installing digital meters for 13 million residential and industrial customers.

CESI acted as technical consultant and owner’s engineer for the project, providing technical assistance, consulting and laboratory tests for design, development, specification, installation supervision, approval and certification, as well as integrating the components of the smart metering system .

The project was carried out in four stages:

• Stage 1 (2008-2009) – technical design, definition of system architecture and set-up of test facility
• Stage 2 (2009-2010) – pilot installations
• Stage 3 (2010-2012) – full roll-out for all Spanish regions
• Stage 4 (2012-2014) – assistance for further releases of meters

CESI’s key roles were:

• Support in defining the specifications of the system (system architecture, communication protocols, smart metering design, software upgrades)
• Support in the establishment and operation of the smart meter test facility
• Testing and functional verification on simulated, metrological, EMC & environmental compatibility and safety laboratory tests
